Article 5, Section #2 Subsection D #4

The number of Delegates to which a subordinate Lodge shall be entitled shall be determined by the number of active members in good standing for whom per capita tax then due and owing has been fully paid by the first day of May of the year in which the Biennial Conference is held. New Lodges Forming after April 1st and before July 1st shall be entitled to delegates in number as stated above.
